My telegram D.No. 562 of 19th December. extra-territoriality.

His Majesty's Ambassador Chungking has now been authorised to seek a solution of the question of the Kowloon leased territories on the lines of the compromise put forward informally from Chinese side (see my telegram D.No.559 of 17th December, paragraph 1 (B) ). Reply from His Majesty's Government in the United Kingdom to Chinese communication would be to the effect that the future of the New Territories is outside the scope of the present agreement, and His Majesty's Government in the United Kingdom cannot discuss it now; but if the Chinese Government desire that terms of the lease of these territories should be reconsidered that is a matter which in the United Kingdon Government's opinion should discussed at the Peace Conference.
